Attached patch fixes this issue. Also, it seems that it is rather risky to 
simply disable/enable actions (buttons) based on perspective as the behaviour 
is buggy on eclipse 3.2, when using actions defined within plugin.xml. 
Methodology used in the patch attached is more informative too.
