That depends on the platform, what authentication scheme you're using,
and what qpopper options you have configured.
I rolled one for Red Hat 6.1 that adds the user as pop-only to passwd
(using useradd), to sendmail's virtusertable, genericstable, and
aliases, and to qpopper's authfile. Wasn't very hard. I did it mainly
to provide an easy way for my assistant to add new email-only users.
