3.1 has several new features and numerous fixes, especially for
various platforms and combinations of options.
3.1 will be final very soon. Please download it and try it, and
report any problems. I'm especially interested in having it run on
systems such as AIX, HP-UX, BSD, etc.
Also, you can now choose to download a distribution which does not
contain the test directories, resulting in a smaller distribution.
Pick the "*-no-test*" file.

1. Added check for UnixWare.
2. Removed srandom() prototype from popper.h (incorrect
on some platforms).
3. Now using loginrestrictions() instead of our own code
on AIX to check if accounts are expired, locked out, etc.
4. Added check for UnixWare (and a few misc. things) to configure.
5. Selecting both HOMEDIRMAIL and TEMP-DROP no longer causes an
invalid path to be generated.
