I'm unclear if you are talking about the group membership of the user 
ID or the group ownership of the spool file.  The group membership of 
the user ID should not affect Qpopper, because Qpopper, when it 
assumes the user's identify and sets it UID to that of the user, sets 
its group ID to the group owner of the spool directory, which should 
be  'mail'.  My guess is that group 12 is does not have proper access 
to the spools on your system.  Is this 'mail'?
