I have this made on my Solaris exactly and works without problems
The access is controlled by tcp.pop.cdb file

yes - directly :-) - I have established all commands for tcpserver
in /etc/rc2.d directory in file S69tcpserver. Thus after each reboot
the programs begin to work automaticaly.
