This sounds like a client problem to me (the client downloads 20 
messages but forgets and downloads them again next time).  Which 
client is being used?

Probably if you use Eudora <http://www.eudora.com> the problem will 
go away.  I suspect the client is not using UIDL, and since 
'--enable-auto-delete' also turns off the default update-on-abort 
action, the messages are not being deleted when the client 
disconnects.  If the client does not use UIDL, it will see the 
messages as new next time.
