Is anything being written to any of your logs?

If you have an error in /var/spool/mail/config/qpopper.config, 
Qpopper writes an error message and exits (it writes the message to 
stdout, so if you telnet in you see the error).

Either Qpopper isn't being run by xinetd because of some 
configuration problem, or Qpopper is being run but is unable to 
continue.
