 From the documentation:


The determination of server mode is in the following order:

o Compile-time default ('--enable-server-mode')
o Run-time default ('-S' or 'set server-mode')
o Compile-time inclusion group 
('--enable-server-mode-group-include=group') the user
is a member of
o Compile-time exclusion group 
('--enable-server-mode-group-exclude=group') the
user is a member of
o User-specific .qpopper-options file in the home directory or
.user.qpopper-options in the spool directory.
