about option fast-update in ver4

Hello
 Is this fast-update option only beneficial if
.user.pop lives in mail spool /var/spool/mail
(becos it uses mv instead of cp)
But for our mail server (AIX) , if they are in different
filesystem (i.e. directory), mv simply cp and then rm
, which doesn't save time at all
