You can have someone in a group membership and not place their names in 
/etc/group proper.  This would then be looked up via a simple system call.

Anyway, it was just a suggestion.  Either way, we do need a better solution 
to the all-or-nothing approach (and some alternative to individual 
.qpopper-config files)....
