Found the solution thanks to the list, I don't know why the hosts.allow file
inside the etc didn't liked my typping:

popper:        ALL:        ALLOW

separated by tabs and not by spaces, I re wrote it to:

popper: ALL: ALLOW

and it worked.., so thanks to all.
