Qpopper normally assumes that it is setgid 'mail' and when it creates a spool file likely sets permissions to be group readable. This is probably for historical or platform-dependent reasons. There is a compile-time macro to control this, but I don't think there is a ./configure option or run-time option. If there isn't, there should be.
