Check /etc/localtime - it should be a symlink or copy of a file from 
/usr/share/zoneinfo,
at least it should be on a RedHat system IMHO.

cp /usr/share/zoneinfo/GMT /etc/localtime

Will for instance set your machine to GMT timezone...
