Can you try it with another client? Perhaps mozilla/netscape or Eudora? That would show whether Outbreak has a problem (outlook! with bugs!? say it isn't so) or if it's the qpopper end of things.
I'm recalling something about Outlook only liking verifiable certs, but I'm not sure (it's the second thing removed from my Mac after IE).
