If you're running Qpopper out of inetd/xinetd, and you're not 
changing the command line parameters inetd/xinetd sends to Qpopper, I 
don't see any point in stopping and restarting inetd/xinetd.  Just 
replace the Qpopper executable, and new connections should start 
using it.
