The mailbox size limiting is built into the Exim MTA.  It checks the mailbox 
size whenever a message is recieved.  It can be set up to send a warning 
message to the user in the event that the mailbox is almost up to it's 
maximum allowed size.  It will reject new mail to the mailbox once maximum 
size is reached.

The garbmail program is a python script that can be run from cron every now 
and then.
