From page 25 of the Qpopper.PDF manual, try setting the -p flag in the
/etc/xinetd/pop3 file to 2.  i.e. -p 2.  That will allow cleartext as
well as apop authentication.

For details on usage of apop I highly recommend reading pages 48 and 49
in the Qpopper.PDF.
