They have to be set this way - qpopper is running as the user by the time it hits the .popbull file. :-( There are tweaks to ftp servers which will prevent users touching those files. If they have shell access there's not much you can do to stop them deleting it other than touch .00-DO-NO-DELETE-POPBULL AB
