Try enable-chunky-writes, and perhaps having the temp drop folder residing on a separate partition from your mail spools. Both will address performance issues - the first for the link, the second for the server disk IO.

Tried cucipop, but I have a number of users that use PINE to read e-mail,
which causes problems with UIDL and messages appearing as new (another
copy downloaded) to Outlook Express.
