If you're running qpopper from inetd then it will pick this up
immediately, however you must have that temp directory on a separate
_filesystem_ or the users will hit the same quota limit.
It is best to set the user's quota hard limit at least twice the soft
limit, with a very short grace period (hours or minutes if possible) -
to ensure they don't go much overquota on normal mail flow.
