Yes, it can in several different ways.  You can for example set it
up to check the mail with SpamAssassin and reject it at the SMTP
level if the score is higher than whatever you set the limit to.

The best part about qpsmtpd though, is that it makes it very easy to
write your own extensions or extra rules for handling SMTP
transactions.
