Unless you haven't noticed it Tim, the spam problem is growing rapidly. 
ISP's, in response, are rapidly introducing measures to curb the problem. 
What was true yesterday is not necessarily true today.

Moreover, what worked in the past (any host was permitted to connect SMTP 
to any other host) is not necessarily viable (for all) today.

Any ISP not considering restricting SMTP in some way is part of the spam 
problem.
