Deny By IP Address

OK, maybe I've missed the boat here, the question seeems kinda simple 
but I can't find anything on it.

Does anyone have a plugin that will deny by IP Address or block of 
addresses? I know I could block them with tcpserver but I'd like to 550 
them with a message rather than just ignore them.
