I don't understand from the docs where to put the configuration files or
how to tell qpsmtpd where to look for them.

The plugins generally include [sparse] POD describing the contents of their configuration files. All of them assume the configuration files themselves are in the config/ folder.

I see that the file "plugins" lists plugins. Is this an example or are
those plugins either built in or supplied with the qpsmtpd package?

The config/plugins file includes many commonly used plugins (which are themselves stored in plugins/). If you use the newsgroup server nntp.perl.org:perl.qpsmtpd, there are a couple of people who are maintaining their own archive of plugins as well.

NOTE: qpsmtpd assumes a great deal about the competencies of anyone trying to run it. In particular, it assumes you are very familiar with qmail and daemontools, or at least know how to start a program as a service using a superserver (e.g. daemontools' supervise).
