Not exactly a bug...
The max_size parameter obviously refers to the file we pass to clamav, which is the entire unparsed mail - we don't extract the attachments first (as doing this for viruses is a rather tricky proposition due to the number of ways you can malform the attachments but still have them work in mailers like Outlook).
We're looking into parsing the mail properly (so we can extract attachments) in the next release, but don't hold your breath :-)
