For 0.30 I just used the rc2 tag from last week.

possible/easy-ish to write plugins that can work under either model?
Also I really really want you to get the web site into SVN. It
sucks not being able to edit it...

It's now at https://svn.perl.org/qpsmtpd/web/
It's imported into the rest of the system running that particular
site with an svn:externals, so it's not so easy to test. If it
proves too troublesome I'll convert the site to just use tpage or
some such.
