John's proposal gives small sandboxes to each developer/contrib plugin.
As Peter said, those developers could be provided with partial write
access, or those with write access might just act as intermediaries
"Replace all files in your tree? As you wish. Done.".
The big win is providing a method for people to get code into the main
repository in whatever state it might be without affecting the main tree
or other plugins in development. Once it's in the tree, others with the
same itch can help soothe it. A bit of structure will also make it a bit
easier to work out what's there.
