Too many connections: 35 >= 35. Waiting one second.

I am using qpsmtpd-forkserver and i've set the maximum clients to 35.
Now, once in a while I get this message:
@4000000043b27c4a19f8d39c 20864 Too many connections: 35 >= 35.  Waiting 
one second.

Is this normal behavior?
