Yes it's possible, but it requires you write your own plugin (as nobody has done that yet, or they may have but haven't open sourced it).

Basically the way I'd do it is via a "deny" hook which looks at why it was denied and creates a mail to the recipient if it was a virus deny. I'd create the mail using something simple like Email::Send rather than trying to use the qpsmtpd API.
