I went ahead and did this and got the same "451 Queuing declined or
disabled; try again later" response from swaks.

I also tried your suggestion of setting the loglevel to 7 but didn't
have any new output from it.

I'm using a generic "out of the box" install of qpsmtpd.  I've changed
nothing except for trying the instructions in the Matt Sergeant article
(http://www.oreillynet.com/pub/a/sysadmin/2005/09/15/qpsmtpd.html)

This is postfix on Mac OS X, if that matters.
