Yes. But are you sure it's necessary to split it? Given that

unless users create ~/.preforward files, I'd say it's quite harmless.
Just to explain "the policy":
The trouble is that as soon as we put something like that in the core
someone else would like some other way to look for the .preforward
file and then someone would like it to use LDAP or SQL and soon
enough we are patching the core left and right.
The reason qpsmtpd is, relatively, so popular is that you can "hack
on it" by making simple plugins so we can have an extremely flexible
system without having a big crufty core system.
We try to only add new things to the core that supports new plugins
(like your patch).
