One example:
The sender is one user of virtual host. The recipient is yahoo.ca.
When  smtp-forward plugin is used to forward to another smtp server in
local network, Qpsmtp got error: 
  24825 Plugin queue::smtp_2dforward, hook queue returned DECLINED,  Unable
to queue message ()
  24825 451  Unable to queue message ()

Debug information from smtp-forward plugin
Net::SMTP=GLOB(0x84af338)<<< 454 <[EMAIL PROTECTED]>: Recipient address
rejected: Relay access denied 

([EMAIL PROTECTED] does exist.)

Does anybody have idea?

You want to look at the queue/ plugins.  You can either queue to a  
local qmail, exim or postfix on the qpsmtpd box or you can use the  
smtp-forward plugin to forward to another system with smtp.
