This patch adds --listen-queue, in case somebody wants to use something

It's purely optional. I kind of doubt anyone would ever care.

in case of thrashing due to heavy load this switch would be used
to reduce the socket listening queue and reduce parallelism, as
remote peers would need to back off and retry, smoothing spikes,
right?
It is so closely related
to SOMAXCONN that a better name for it might be $QPSMTPD_SOMAXCONN
or $Q_SOMAXCONN or even just $SOMAXCONN
instead of $LISTENQUEUE as a scalar named ...QUEUE I expect
on looking at it that it will be an array reference. $LISTENQUEUELEN
would also address that minor dissonance.
