See my mail "The cf_wrapper plugin" <[EMAIL PROTECTED]>
from almost exactly one year ago or
http://www.hjp.at/projekte/qpsmtpd/cf_wrapper/

Very short: Check if the result is the same for all recipients. If not,
create a new set containing the sender and the recipients of the
minority and return a temporary failure. For each transaction, only
accept recipients in the same set and return temporary failures for all
others.

No, because not only the treshold might differ but also the score.
