I have mentioned my information sources (the /usr/sbin/cron binary and
strace). I haven't looked at the source code. 

(It also makes little difference to the problem (or lack of problem),
whether cron uses /usr/lib/sendmail or /usr/sbin/sendmail - the
important part is that it doesn't use SMTP)

Then you are probably not looking at the right source code (or at the
wrong part of the source code). The binary in Debian Sarge uses
/usr/sbin/sendmail.
