My per_user_config plugin (http://www.openfusion.com.au/labs/qpsmtpd/) does
something similar for recipients and senders as a plugin. It requires a 
tiny patch to the core that I need to bug someone again about getting 
applied. I haven't looked at your patch closely, but I think it should be
able to work the same way.
