One thing I did figure out is that I need to use something after the
HELO from the outside but it won't accept bounce messages from the
outside.  I have also been looking for where to configure that.

This works from inside the network so again I don't know why there are
two different behaviours.

I just noticed the version is 026 (2.6?).  I may try to play with a
newer version of qpsmtpd later this week.
