My understanding is that under the new syllabus (as Kym pointed out) you do not have to cover all topics for verification - you only need to have covered four of the six core areas (ie. HCI, SEI, SQL and Relational Information Systems or HCI, SEI, Algorithms and Software Programming).
Also only year twelve items can be included in a verification submission and you can have only one assessment item after verification. This is my understanding from a QSA workshop about the new syllabus and panel training last week. I hope it is helpful.
