I can't not see what is the problem at all.

Nokia's product theme (a.k.a blanco) it is libre (except for the icons).

We merged some time ago all the parameters/properties of blanco into base:

In addition, the graphics utilized in blanco are open as well:

It means that you fetch the latest master from meegotouch-theme & 
meegotouch-theme-graphics, you just need to provide the icons and you will have 
a complete functional theme (actually exactly the same as blanco except for the 
icons).
