The shortcut setting is probably a bit misleading, because what it does, is to
simply focus the Locator input and set the text to the “prefix” for the locator
filter.
That makes some sense.
I think ideally, the interface should tell me that this is how it works.

You are right that the Files in All Project Directories and Files in Any
Project filters have the same prefix by default - this was for convenience to
have a prefix that shows “all files that are somehow related to all projects”.
This probably doesn’t fit all possible use cases - as it doesn’t seem to fit
yours ;)
Precisely. Actually, in some situations, it's useful to include
everything in that there may be documentation data, config files etc.
that aren't part of the build set-up and therefore won't automatically
be identified as "project files". But in other cases, it may for various
reasons mean getting too many matches.

Project Directories” filter in the settings.
