No, windows is keeping the dll locked, there is no way I am aware of around that. What you can do to make this bearable: Use a qt creator to work and another copy to run and test your plugin with. You need to make sure the other copy is installed into a different place than your "work" copy. That way you also do not need to close your files all the time. Plus creator does not unload plugins ever. You need to restart creator to pick up the new version of your plugin.
