qdoc3 is a tool that comes with Qt. It is the tool they use to
generate cross-referenced documentation for Qt. You can find the
complete code for it in qt-src-dir\tools\qdoc3.
I'm wondering why Nokia put this remark in qdoc3 README file?!

Doxygen (http://www.stack.nl/~dimitri/doxygen/) for generating
documentation for your Qt-based application.
Does it mean that qdoc3 isn't stable tool?
By the way, is there any GUI application for qdoc3 (just like Doxygen
GUI wizard)?
