Further testing seems to indicate that presence of any positioning 
elements on page makes everything move top make place for VKB when that 
appears.

At least Column and Row do that, and not everything in Page needs to be 
contained inside of those.

I still haven't stumbled across any documentation on this, so I wonder 
if this is accidental?
Does Symbian behave the same way?  My experience here is from 
Meego/Harmattan.

I'm not sure if you can easily 'design' for it, tweak and test cycle 
seems to be required to make sure things look and behave in civilized 
manner.
