The Debian Policy for Ada [1] dictates that *.gpr files be installed in /usr/share/ada/adainclude/ , which is where libasis2008-dev (2008-4) puts it (at least on Debian testing). gnat tools should find it there without setting GPR_PROJECT_PATH or ADA_PROJECT_PATH. They do on Debian. So one suggestion is "upgrade to Debian".
