Huh, interesting, I've never heard of this before. Are you thinking about implementing it in Qtile, or as a standalone library? If you did it in Qtile, you could probably use a Static window (and some hacking on dgroups to match your window type and set it as Static) to get what you wanted. If you went your own route, you'd probably still need at least a custom rule to indicate that your app is floating (or declare it as one of the default floated types).
