I think if anyone (Arns, whoever else) is interested in stepping up to help clean up the issue tracker and review/merge PRs, we should definitely give them rights to do so. As for the "old" PRs, I think it would be reasonable to close some of the older or less active ones that haven't received replies from the submitter for a while.
