Without knowing what you did, or how new you are to the computer, it's
difficult to say what's wrong. Here's what should have happened:

1. You visited the Quackle web page and clicked the "download" link.
2. Your browser (either the big blue "E" or Firefox) would usually ask you
where you want to save the file.
3. Once the download finishes, you need to execute the file you just
downloaded by double-clicking on it, in its directory.
4. The Quackle installer will then run, after which Quackle will be available
in the Start menu.

It could be that your browser is configured to automatically save downloads
somewhere, in which case step 2 would appear not to happen. There is no
simple way to figure out where Quackle went in this case. (I could probably
figure it out if I were at your computer, but I'm not likely to get another
contract in Plano for a while so that won't happen. :-)

Can you report what happened after you downloaded the file?
