I believe that the current version of quackle does not incorporate knowledge
of the opponent's rack.  I added code to do this several months ago, which I
have been intending to submit to the Quackle authors for some time....  My
main purpose was to make inferences about the opponent's leave based on its
last play.

In one set of my experiments, a simming computer player who incorporates
full knowledge of the opponent's rack on every turn (i.e. cheats) wins by an
average of more than 35 points against a comparable simming computer player
that does not cheat.  Presumably, the main application of this feature in
human Scrabble play is move selection after a successfully challenged
phoney.
