Poor Numbers in Disability Report
Only five of
24 countries in North, Central and South America provide adequate
protection and treatment to their disabled citizens, according to the
International Disability Rights Monitor Regional Report of the Americas.
The ranking of the countries�from most to least inclusive�was based
on 11 questions covering six topics: support for a UN treaty to protect
and promote the human rights of disabled persons, legal protections for
the disabled, education and employment opportunities, health services
and housing, accessibility, and communication.
Brazil, Canada, Costa Rica, Jamaica and the United States were
considered the �most inclusive.� Belize, Bolivia, El Salvador,
Guatemala, Guyana, Honduras, Nicaragua, Paraguay and Surinam were ranked
at the bottom. The remaining 10 countries fell into the �moderately
inclusive� category.
Brazil received the highest marks on all six issues. The United
States lost some points because the Bush administration has voiced
resistance to a UN treaty, arguing national action is more effective to
protect the human rights of disabled persons.
The report is part of an ongoing effort of the International
Disability Network, Disabled Peoples� International and a number of
disability groups. |
