There you go, in what you found, agencies were not communicating.
In fact is was against Federal law for the FBI & CIA to work 
together/share information on anything stateside. I may have seen the 
report (or one like it) on the history channel. But it was easy to 
build a case after the fact. There are still those who fear "The 
Patriot Act" and "Homeland Security". While we need to keep an open 
eye, there has been more rumors than facts of abuses. For example, I 
don't know of any natural born citizen, who was not directly linked to 
Terrorists being detained w/o council beyond the standard 72 hr period 
that existed prior to the Act.
9/11 our world changed forever.
Maybe if our government had heard the noise of the WTC Bombing in 93 
and updated our intelligence system it could have been prevented.
But it was downsized instead.
